The Western Interstate Commission for Higher Education is a regional organization created by the Western Regional Education Compact, adopted in the 1950s by Western states. WICHE was created to facilitate resource sharing among the higher education systems of the West. It has implemented a number of regional activities to accomplish its objectives.

Jerry Worley describes WICHE's use of PaperCut ChargeBack:
"We have several internal departments that charge each other for various services. Color printing is one of them. We work off government grants and we have to ensure money allocated for one project gets spent on that project.
"I am hoping to monitor B&W printing also, so I can track trends and abuse, and find other ways to be more efficient.
In addition, his comments of the support staff: "Excellent, Excellent, Excellent. Customer service is rare these days."
The College of African Wildlife Management in Mweka - Tanzania, was established in 1963 as a pioneer institution for the training of African wildlife managers. Since this time, the College has been a leader in providing quality wildlife management training in Africa, and has trained over 2000 wildlife managers from 23 African countries and 17 non-African countries. The majority of students work as park wardens managing the various national parks in Sub-Saharan Africa.
The College has approximately 50 staff and 150 students.

The College uses PaperCut ChargeBack in "hybrid" mode - students are charged for their printouts, whereas staff assign the cost of the print jobs to accounts. The College's network engineer, Jonathan Palmer, had the following to say about PaperCut ChargeBack:
"We have been evaluating a range of products and PaperCut ChargeBack was the easiest to evaluate - it did everything we needed and there was no other competition. We have tried the version available on download and it works fantastically well. Our main problem is we want staff to identify whether when they print it is for administration, personal user, or training, and PaperCut ChargeBack has met this requirement.
"We found PaperCut ChargeBack to be easy to use and install. Everything is working fine with PaperCut which is great news for the College."
